SDK 23 (Marshmallow/Android 6) is from 2015. I don't see a reason to stick to 21. :-) |

Bumped OSMDroid from 6.1.14 to 6.1.16
Min SDK was bumped in this update since OSMDroid requires minSDK 23.

These 2 PR's addressed the underlying library OSMDroid and NGA Geopackage. We can potentially update the map to allow uploading of custom map tiles/files from storage. There is a long thread addressing this issue in the OSMDroid repo/issue thread.
