We had been relying on a bug in the library when it should have been rejected by default. That bug has been fixed and a new option added to opt-in to the behavior we need.

What this PR does / why we need it:
The first commit bumps the library dependency to the head of today's master branch. Each following commit configures one of the new options and unskips tests that exercise the option.
I have several of these changes under one draft PR rather than spamming dep-approvers with individual WIP PRs, all of which would need to do the dependency bump in order to see useful CI feedback.
