I never said it wouldn’t reduce the block size. But on that topic, the same
reduction can also be achieved more securely and thoroughly by removing the
maximum-gas mechanism.

If there's a user that needs EVM computation worth 20m gas and another who
wants to add 10m gas worth of data to the chain, then, depite being
irrelevant if it's one or two users, the max possible blocksize is still
significantly reduced.
