WIP support for 1.19.3. The highlights:

Updated packets and data packs for 1.19.3.
Auth is handled the same as <1.19 due to the removal of public keys from login packets.
Added buffer helper for 1.19 global location, 1.19/1.19.3 entity metadata, and 1.19.3 recipes.
A spawn_position packet is now sent in chat room examples, as it is now required for the client to hide the "Loading Terrain" screen.
Many examples work without changes
No work done on secure chat yet
Tests need updating
