Brief
Sourcing the theme.min.css remotely using the canada.ca server works fine while sourcing locally causes the below issue. This issue happened in the stikine NRCan server.
Scenario
Using the theme.min.css file in the 4.0.41 version of the WET toolkit [], the styling of the page doesn't apply properly, namely, it seems as if the theme.min.css styling does not get applied to the Footer and Header (but does for the body) of the document. I believe this is caused by a version issue of the theme file.
Expected Results
Sourcing the theme.min.css file locally page styles the entire sheet from header to footer using the theme.min.css.

Actual Result
The Body of the page gets styled appropriately using theme.min.css while the header and footer of the page don't.

How to replicate
Unblock the line of code:
