NVDA screen reader issue with Lightbox

Update: We decided to use Footnotes instead of modals. This discussion can be deleted.

Our application has a screen with multiple Lightbox AJAX modals, and we have an issue where the NVDA screen reader can escape the modal using arrow keys. The WET examples page does not have this issue, but I cannot figure out what we are doing wrong. Hoping someone else can help figure it out?

We are using CDTS V4_0_32
