FR: "last seen" dates over a year old should show the year in the default UI #12162

What are you trying to do?

When looking at the "last seen" column in the active machines view in the admin interface (ie. https://login.tailscale.com/admin/machines), I want to get an accurate picture of when machines were last seen without needing to mouse over all the dates.

How should we solve this?

Add the year to the display time for times sufficiently far in the past (ie. a year or more).

What is the impact of not solving this?

The UI is confusing: for instance, a machine that was last connected on April 7, 2022 at 5:32 PM PDT shows as "Apr 7, 5:32 PM PDT" - just as a machine that was last connected on April 7, 2024 does. In some cases this may lead people to believe that machines were last connected more recently than they actually were.
