Paralus should provide option to upgrade Relay agent running on cluster if it is older

Briefly describe the feature

When Paralus is upgraded to latest version, admin also updates the relay server. But rarely they update the relay agent running on the cluster. One can update the relay agent on all cluster manually. But it is not feasible option if there are many cluster imported into Paralus.
If Paralus provides an option to automatically update the relay agent then it becomes easier to manage all agents for administrators.

Relay agent is older than Paralus that may lead to relay and server compatibility issues.

Manually update Relay agents.

• Explore tools like ArgoCD, helm-controller from FluxCD
• Ability to view current relay agent version
• Ability to upgrade/downgrade relay agent from controller (controller should be aware of relay agent version running) (To begin with support upgrade/downgrade relay agent to each cluters, later we can support for multiple clusters.)
