[Bug]: pin defined in PIN_GPS_EN remains high under all circumstances #3742

Description

I set PIN_GPS_EN to pin 24 in variant.h, and see that it remains HIGH no matter the GPS status: searching for fix, idle or even disabled via app.

I change PIN_GPS_EN to pin 38, and observed that pin 24 went to ground and pin 38 went HIGH following reboot. Same behaviour as above.

Further discussion in Discord #esp32 indicates that others are experiencing the same thing. Some of the discussions seem to say that this has been deliberately removed, but I can't see where this is documented, and the refences are still in the code, so I suspect it's not quite so straightforward.
