Ask for consent before sending statistics

Why is this needed:

Grafana sends unsolicited data to stats.grafana.org after a standard installation without any consent from the user. This is a data protection nightmare and a very reprehensible behavior of a software

What would you like to be added:

The sending of data should be implemented according to the opt-in procedure and never opt-out, e.g. "Would you like to send usage statistics to the manufacturer?" at the first login.

All users who value data protection, hopefully all of them
