Log to file not working in 0.13 when running as service

Describe the bug

After upgrading from 0.12.11 to 0.13 the log to file stopped working when started in service mode. Logs are written to the syslog. When I run Gogs commandline (./gogs web) logs are created as expected.

Log config:
[log] MODE = file LEVEL = Info ROOT_PATH = /tmp/gogs/log

To reproduce

service gogs start -> no logs
./gogs web -> logs are created

Expected behavior

Logs be written to disk in separate file
