根据日期/时间自动生效，例如：

在每天的 18:00-23:00 提高丢包率
在每年的 6/1 - 6/10 丢包率设置为 100%
......

可以考虑使用crontab来在不同时间段加载不同的配置文件来达到这样的效果

理论上可以通过在 expr 里提供时间信息来实现有时效性的规则
