PowerShell errors, won't download Binaries. #2466

Brand new install of 3.5.5. I imported my startup script settings from an older install, but other then that everything is fresh. I have all the prereqs that is in the FAQ. Every time I run the startup script I get a few powershell errors, the first one doesn't seem to be an issue as it continues. But the downloader for the binaries fails, and it will not run. Log file is attached.

Please ensure that you update to the latest version of: https://github.com/PowerShell/PowerShell/releases/latest
