py-pandoc consistently installs Pandoc in pip and conda.

I suggest replacing pypandoc downloading of Pandoc with py-pandoc dependency.

I will still keep the download code, it seems a lot of people are using it, but I added a py-pandoc mention in our error message when no pandoc is found. A hard dependency seems to be overkill for most people...

Removing wheels with pandoc sounds great.
