Current Behavior

Manifest_Building.md contains a link with the text Elections are characterized into types by NIST. However, this points to a Google website.

Expected Behavior

The correct link would be https://pages.nist.gov/ElectionResultsReporting/#17_0_2_4_78e0236_1389734457182_720347_3938

Perhaps we need both, the Google documentation uses the NIST specification as well. It just presents it in a slightly more readable format.

It is my understanding that the Google "Civics Data Format" is based on 1500-100v1 with custom extensions. So there could be some confusion if you reference both the Google "CDF" and the NIST 1500-100v2 CDF in the same document.
