pressing ie. "ctrl" then a letter and having to press "ctrl" again to release it is a pain.

Describe the solution you'd like
modern touch displays support multi-touch, right? why not enable multi-touch for modifiers (also shift!!!! and move shift out of where it is - it's silly - and add "alt" while you're at it), we usually have more than one finger available

long press on the modifier to make it sticky

Hi, for ctrl I thought first for 3 states (off, on, hold) but afterwards, I thought it would be more common to switch between ctrl on and off (for movement).
Multitouch could also be an option but that should be an option, for persons with disabilities who cannot perform that kind of actions (I'm one of them) should still be able to use 8Vim.
Adding alt is possible 😄
